"Re-Place!"

Rule 2 for the Squat under rules of performance, the last sentence, states: "For reasons of safety the lifter will be requested to "re-place" the bar, together with a backward movement of the arm, if after a period of five seconds he is not in the correct position to begin the lift. "

Referees must remember that not being in the correct position to begin the lift must always be a majority decision as is stated in Rule 8 for the Referees.

Prior to the commencement of a lift, if either of the side referees do not accept the bar placement or starting position of the lifter, they will raise a hand to call attention to the fault. If there is a majority opinion among the referees that a fault exists, the Chief Referee will not give the signal to commence the lift.

If after the Chief Referee waits 5 seconds for the lifter to adjust his starting position and the lifter still fails to obtain a position suitable to the majority of platform referees. Then the Chief Referee will give the audible command "re-place" together with the backward movement of his arm. The lifter has the remaining time left on the clock in which to readjust his starting position and get the command to commence the lift.

The Chief Referee must not take it apound himself to make this decision. It must be a majority decision.

New Technical Committee Member
We are happy to welcome Mr. Dennis Burke to the USAPL Technical Committee. Dennis has a long history in powerlifting, and served as the first General Secretary of Powerlifting when our sport and Olympic lifting separated. He served for four years as the IPF Vice President for North America, and has the distinction as the first Category I referee in the U.S. His credentials were issued in 1976 at the Men's Seniors in York, Pennsylvania. He has served as a Coach in international competition, his first competition as head coach being the Pan American Games in 1976.

Dennis served as the Chairman of IPF Technical Committee for a number of years, and has indicated a willingness to assist with referees clinics and instruction. He has served as promoter for a number of major competitions including many national and world championships here in the U.S. We look to his mentorship. Welcome back.
