Drug Testing & Sports Medicine Committee Report to the
USA Powerlifting National Governing Body Meeting
July 12, 2002
Sports Medicine Committee Report
This committee was created in 1994. Since that time this committee has been charged with addressing the sports medicine-related issues of USA Powerlifting along with admitting various health professionals after their credentials have been verified and approved to the Sports Medicine Committee (SMC) to assist and treat our athletes at our National and International competitions. Over the years we have treated approximately 3100 athletes. The ailments we have treated are mainly neuromusculoskeletal in nature, with an almost equal spread between treating acute and chronic injuries. The current percentages of injuries that we treat are as follows:
1. Lower back injuries: 53%
2. Cervical injuries: 15%
3. Shoulder injuries: 11%
4. Knee injuries: 11%
5. Miscellaneous injuries: 10%
We also just recently added 4 new doctors to the SMC in key areas of the country. If you know of any doctors or other health professionals that may be interested in joining the SMC, please feel free to give them my number or email (see Administration page) and the SMC will get in contact with them.
Drug Testing Committee Report
As the Drug Testing Committee for USA Powerlifting, we have the responsibility of overseeing and directing all the drug testing done in this organization. The following is my report for the 2002 NGB Meeting.
1. For 2001 we performed about 700 total drug tests, which when combined with the total membership for 2001, meant 18.4% of our membership had been tested. (Note: A few of our athletes that were tested in 2001 had been tested more than once last year.) Of these 700 tests, we had 25 positive A samples, with 2 of these requesting their B sample to be tested as well. These B samples were also positive and failed for the same illegal substances as the respective A sample did for that athlete.
Of these 25 A sample positives, the break down was as follows for the type of substances these samples failed for (several of these 25 positives failed for multiple substances):
Nandrolone: 88%
T/E Ratio: 12%
Epitestosterone > 200 ng/ml: 12%
Stanozolol: 8%
Methandienone: 8%
Pseudoephedrine: 4%
Oxymetholone: 4%
Methenolone: 4%
Last year I had reported that the T/E ratios that had been reported were quite large for a few of the tests. In 2001 the highest we saw was 126 to 1, with the next one at 74 to 1. This contrasts with the year prior when we had levels as high as 411 to 1.
2. During the end of 2001 and the beginning of 2002, we formed the Custodial Board of the USAPL. The Custodial Board (CB) shall hear appeals of failed drug tests by a member of USAPL. After hearing these appeals, the CB will render a decision and report this decision to the President of USAPL. If the athlete wishes to appeal the decision of the CB, they must appeal to the National Office and then the case will go to the Executive Committee if 2/3 of the members agree to review the case. The CB consists of 5 members with the Chairman of the Drug Testing Committee chairing this CB. We heard our first case in February 2002 and have heard a total of 2 cases so far.
3. Quest Diagnostics, our main laboratory for our drug testing program, has changed to a new operating system and has made some changes to its reports that we receive after the drug tests have been processed. We are in the process of working with them to make this transition as smooth as possible.
4. There was a motion at this year's NGB to have USADA do our OMT's for us along with Event testing. While this is an idea that we may entertain in the future, right now we will stay with our current program. One of the reasons for this is cost. They would charge $450-500 per OMT test, plus travel and expenses. Event testing would cost $250-300 per Event test, plus travel and expenses. Right now our main test costs $59 per test and the travel and expenses are usually donated by the volunteer, with some exceptions for OMT's that are done over long distances, where travel is reimbursed. This also means we will continue to utilize the help of USAPL officials to help administer our OMT program. So if you are asked to help, please do so. This will allow us to keep our great drug testing heritage alive and well!!
5. After almost 5 years in the IPF, we have not had ONE drug test failure at the International level!! That is saying something since most of the other Top 5 countries at most of the World Championships have had at least 1 failure at the International level during this same time. Congratulations to USAPL!!
6. Last, but not least, accuracy of test taking. I cannot stress this enough: make sure you dot your "I's" and cross your "T's" before sealing the Chain of Custody document in the lab bag. Read the form 2, 3, 4 times. Take your time. If it is wrong, throw it all out and start over. I would rather you take more time then be in a hurry or not want to do the test over and have it be for an athlete whose results were positive. Athletes: if you are not happy with the procedures of the test being given to you, don't sign the final line and then ask to re-do it. Throw away the test and start all over again. Better to be safe than sorry.
